Petition for safety on Avenida Marginal
A civic appeal for stronger enforcement, speed control, cameras and concrete measures to stop illegal racing, dangerous behaviour and accidents on Avenida Marginal, in Cascais and in the neighbouring stretches of Oeiras affected by the same problem.
Why this petition exists
Avenida Marginal has repeatedly been the setting for car and motorcycle racing, excessive speed, noise, dangerous manoeuvres and accidents that worry the residents of Bairro Almirante Nunes da Mata, as well as people living in and using nearby areas.
This reality is not limited to the municipality of Cascais. The same problems have been reported in stretches of Avenida Marginal in Oeiras, including Cruz Quebrada, Dafundo and nearby areas, which reinforces the need for a broader and coordinated response.
Faced with the repetition of these incidents, it is clear that reacting case by case is not enough. A serious, coordinated and sustained response is needed from the entities responsible for the road, enforcement and road safety.

The goal of this petition is to demand concrete and lasting measures that stop risky behaviour, prevent further accidents and restore safety for those who live in, travel through and enjoy this area every day.
Petition text
The undersigned, including residents, AMBA members, people living in nearby areas and all other citizens concerned about road safety on Avenida Marginal in Cascais and Oeiras, call on the competent authorities to adopt, urgently, effective measures of prevention, enforcement and deterrence in response to the repeated occurrence of illegal racing, excessive speed, noise and dangerous behaviour on this road.
The seriousness and recurrence of these episodes, as well as the accidents that have already occurred, demonstrate the need for firm, continuous and coordinated action by the public entities responsible for road management, policing, traffic enforcement and public safety across the affected stretches of Avenida Marginal in Cascais and Oeiras.
The signatories therefore call for stronger on-the-ground enforcement, the installation and activation of speed cameras and other automatic control and sanction mechanisms, as well as the assessment and implementation of additional measures to reduce speed, stop illegal racing and protect residents, pedestrians, drivers and all users of Avenida Marginal.
This is a call for concrete action, not months from now, but now. Safety on Avenida Marginal cannot continue to depend on luck or on waiting for another serious accident.

- More visible and regular enforcement during critical hours, including operations specifically aimed at illegal racing, speeding, excessive noise and dangerous driving.
- Installation and activation of speed cameras and other automatic enforcement mechanisms with real deterrent effect.
- Stronger coordination between municipalities, police forces, ANSR and road management entities.
- Urgent assessment of additional physical and operational measures to improve road safety, reduce risky behaviour and mitigate the impact of noise on residents and nearby residential areas.
- Public follow-up on the measures taken and the results achieved.
